achieve the objective. In order to
achieve the project objective,
enterprises need to focus on the
management of business processes,
organizational structure and
performance management instead of
static functional management.
Enterprises should transform the system
that resources belonging to
departments into the system that
project roles can be dynamically
dispatched, and build a platform to
coordinate different stakeholders to
perform their dynamic role
responsibilities. These changes enable
enterprises to focus on the
implementation of project objectives,
and dispatch the enterprise resources
effectively. Enterprises need to use the
process to define the responsibility
relationships between all the
stakeholders in the project, so that
each stakeholder can assume their
own governance responsibilities and
obligations. Meanwhile, enterprises
need to establish project performance
evaluation method based on project
objective, so as to provide the driving
force for departments’ roles changing.
3.2.1 Process based on
project life-cycle
Successful projects require a
number of stakeholders to take
responsibility jointly. However, this way
is easy to cause no one to take
responsibility. To solve the
contradiction, stakeholders need to
determine the types of roles and
responsibilities in the process, and
need to clear the interface and
relationships between these
responsibilities.

Although each project is unique,
they all have the same life-cycle.
Through the subdivision of life-cycle, it
can be defined what dynamic
responsibility roles stakeholders need
take, so as to control the project
implementation process more
accurately. Before a problem or risk
happens, stakeholders can use the
process to prevent the possible risks
and to clarify their respective
responsibilities. After a problem or risk
happened, stakeholders can rely on
the process to improve the efficiency
of finding out the problem and
investigate the corresponding
responsibility of stakeholders, and
make sure that the entire life-cycle
management process from planning
to results is transparent. Construction
and control of the process are
important symbols of project
management maturity level (Yang
Qifang, Bai Sijun, Ma Guangping,
2009).
3.2.2 Organization mode
based on all stakeholders
In many enterprises, the
management units of "Department of
the system" are post and department,
and the system is popular among
enterprises. The "Department of the
system" is actually based on a
relatively static environment and
organization. The superior has the
power to assign the tasks, determines
the sequence of works, and set the
time limit for subordinates’ works.
Subordinates are regarded as
superiors’ resources, and superiors can
occupy the resources and control
them in the work at least. Most of the
existing researches on the project
