reliability could be achieved by an iterative process
incorporating deeper understanding of the requirements
of stakeholders,clearly defining the responsibilities and
roles of stakeholders, clearly describing the risks
associated with undertaking the responsibilities and
establishing necessary regulatory relationships to mitigate
risks. Project governance concept system is from the
perspective of project stakeholders, and is constructed by
stakeholders' relationships, and is guaranteed by
managing the risks of implementing stakeholders’
responsibilities. This concept system could not only reveal
the generality of project governance of project's
uniqueness, but also could provide a research foundation
for unified project governance methodology.
